I get this error on a Windows 2003 R2 x64 machine when I wanted to use the Group Policy Management Console.
Solution is really simple:
1- Browse to "%windir%\system32\" and copy gpedit.msc
2- Browse to "%windir%\syswow64\" and paste gpedit.msc
Now it works again
